Map - Luzon area - need help

Hello - a friend needs help with this map. Can the experts chime in? How do you interpret the clock also?

I wish I could help but all I can see are lines and Kanji marks (is it really kanji?)

Bro. Agusan Mike, there is an e-book which offers some answers to the clock face, the flag position and other details but it is up to you to decide if it is true. You could order it from Amazon and it costs about $10.

The " writing " is a mix of code talk and corrupted Japanese often called Kanji .  A good sized deposit but FIRST you must find the reference point or starting point.  The " clock " is both direction and distance measured.

For me I would redraw or specifically trace the map onto a clean sheet.  All the tears and coloration is distracting.

The owner states he knows the exact location however he is having trouble reading the map in its entirety. he has sent me interesting pictures. I will see if i can get permission to post.
