Again, a newbie here.

Do I need to secure a permit for excavation for public/private lands? If yes, how?

Over there you need a permit to pee .  Seriously, no one does.  In 2002 I paid 10,000usd for a permit and that was only for one specific site.  Naturally I gave them bogus location and not far from the real one.  Naturally, the palace and central bank showed up to shut it down and take the spot over after I paid for the permit and started digging a ( fake ) hole.  Naturally they took over the fake hole and I continued on the real one.  So there you go.  It's up to who ever to make that decission.

It is stated in our constitution that " the national museum will be the only department to issue this "SPECIAL T-hunting permit," which will become invalid when you find something in your site.

The best thing to do if its a private land is Fence it and get a registered gun.  SECURE IT OUR WAY.

Nice one! I think this will work with one of my project.
Now, the problem is... the local(tribe) are arguing about this excavation and reported it to the Mayor. And this Mayor is owning this land. But I am pretty sure that this is a public land.

Last time I heard is, officially, you must have a PH government observer there on site and you must pay them their expenses.  A lot of other stuff.  We were going over the permit process last December, 2015 in Manila.  This requires a permit from the Central Bank and a permit from the Palace.  Don't say no, we had to do this last December 2015 and I had a retired director of the National Police doing the paperwork.  All of which get a slice of the pie.  But then I am only 1 cog in the project.  Manila dictates the terms.

For Me... It is Better not to secure permits... For Nowadays Government Officials seems to be greedy at this time particularly when you have a class "A" site... It is Better to be discreet for the safety of your comrades... Just a Food For Thoughts...  ;D

Remember this is the Philippines.  There are no hard rules.  Just money.  That is why my current projects are off books.  I figure I get the first grab and then run, telling them where the sites are at and the government goons and friends will spend their time looting the site and not follow me.  I hope.

I have been told "they" are installing Poe.  Was told in late 2014 that they were installing Poe and I didn't think "they" could pull it off.  F. Marcos Jr. wanted the job but, I was told, in a meeting he was told to stand down so the " new , fresh and young face " could be installed.  This was the Americans that told me.  Well we see like always " they " have things under control.  We will see - - - - .  It is said she was "born" in Jaro, Iloilo in 1968.  Well for many years my home base and house was in Jaro, near the GMA Studio.  NO one in Jaro is buying this story.  And no one has access to her DNA results.  I am betting she is half Chinese and half British .  The under cover story is she is a child from F. Marcos Sr. .  I will say this, I personally first met the real F. Marcos Sr. , in USA, in 1975.  Why or how not important.  The guy I met, with all the USG State Dept. escorts and Secret Service and such, IS NOT the guy who was in the fracas from 1984 to 1986 and NOT the guy in Hawaii.  Oddly, the original Marcos does look a bit like Grace Poe.  And, it is said that the original Marcos is actually Chinese, not Filipino, that is ethnic Chinese.  Later today I will post a poor quality picture, it is black and white and been enlarged, picture of the 1975 Marcos with my Dad's secretary and my Dad, along with a current picture of Grace Poe.  You guys look and ponder that.

We live in an " Alice In Wonderland " world you know.

i have heard stories too like that.according to old people, there were rumors circulating that the real father of marcos would visit him more often in the philippines, and the real marcos would fetch him from the airport, and personally accompany the old chinese man (in a wheel chair) to go to an undisclosed location. i thought it was very impossible. but with the story of zobex, the stories of my old friends would seem to jive that the real marcos is a chinse guy.

so with the your story sir zobex, are  you saying that the young marcos (who became a congressman and senator) is the real marcos but when he grew old, he used impostors and double for security reasons?

is the old and real marcos still alive today?

if the US govt is installing poe, would it mean a better PHilippines or will the Filipino be screwed up again?

OK, here it is as I know it.  Mind you as I know it as I was involved with Marocs Sr. from 1984 to 1988 late.  Believe it or not, what ever you want.

My Dad was an international arms and weapons dealer in the 1970's and 80's.  I met Marcos only as a hello how are you when Dad delivered a armored Lincoln Town Car.  Marcos came to USA, visited Los Angeles and then by motorcade came to Costa Mesa, California (that's next to the rich people city of Newport Beach , where I grew up, ugh).  Dad also sold him armored vests, armored patrol boats, ammo, guns and such.  In 1981 they asked Dad to unload a lot of gold, which he did.  In 1984 they asked us again, and in 1985 I did that direct between the Central Bank and the USG, the contract was in my name.  That contract was the cause of the coup.  (I have proof).

The man that was taken to Hawaii , kidnapped, was NOT the Marcos of 1975.  He was a stand in for some time because the real Marcos was too important to be exposed.  I personally was involved in a lot of that but NOT against Marcos.  When we visited Hawaii with lawyers, the stand in was very nervous as he kept saying, "" I am only doing what I am told to do. ""  The much exposed and in the news story of Marcos trying to go home via the airport and all that story.  That project was the idea of Colonel Paul Hunter DIA , later to be Brig. Gen Paul Hunter DIA , whom I worked with.  I told Paul it was a dumb idea but it went forward but only out of shear FATE was the Mr. and Mrs. Marcos not killed.  The Old Man, as they were leaving the house to go to the airport, stopped and said  "" I'm not going back as a thief in the night. " turned and went back into the house.  Paul had been XX in the deal.  He had 3 747 jets in a shell game to bring the Marcos pair back to Manila.  But a year after it fell apart we found out there were 5 747 jets.  Someone was doing a XX on Paul and had he been on those jets and such, no doubt they all would have been dead.  There was another jet with a RINGER pair of Marcos on them.  Those upon arrival were to waive at the crowd and then sign documents transferring all the goods over to an intelligence agency.  The man in the coffin is not the real Marcos, that was his barber and long time stand in.

The real Ferdinand Jr. was killed some time back in a tiff with the British Royal Family.  The one you see is a cousin and a stand in.  That is why the real but very old Marcos, who walks slowly but with a cane, told this Ferdinand Jr. that he could not run for President.  VP is one thing but not President.  I was informed of this about 2 years ago when I was in Mindanao helping on the recovery of the Moncado-Rizal accounts and assets.  I don't know if the Marcos Old Man is still alive, but he was 2 years ago and was in Manila for discussions at that time.  We had no reason to seek to talk with him, there was no reason.  Just old business and old times.

Believe what you want, it's zip to me.  I'm too old and too tired.  So I spewed out enough so anyone who was there or knows about that, now know who I am.  Big deal.

I feel very sad for the Filipino people who get screwwwed over each time by some foreign government and bankers.  The drought that is burning up the islands is man engineered.  We all are getting screwwed.

Operating in the land not yours is a total waste of money and time,  its better to buy the lot that covered suspected location of the treasure and/or befriended the owner first of the land and convince for joint ventures like youre to operate and the owner to orchestrate reason of works at his lot. Then be sure of people to be hired for digging and likewise maintain confidentiality of the works going on. Spotter are everywhere, thats their job and mission, so when it comes to Thing insured trust and confidence is the game.
