MANILA -- (2ND UPDATE) A Chinese military plane landed recently in the Philippines to refuel with Manila's permission, the government confirmed Sunday.

Photos of the military plane supposedly landing last week at the Davao City International Airport circulated Saturday on social media.

The plane's request to land was "received, processed and cleared" by Philippine government agencies, said President Rodrigo Duterte's special assistant, Christopher "Bong" Go.
 
"The landing was requested for the specific purpose of refueling and was granted and given with specific conditions for compliance by the requesting party," he said in a statement.

Relevant government agencies "closely coordinated" for the aircraft’s refueling, which followed established procedures, added Presidential Spokesperson Harry Roque in a separate statement.

None of the Australia-bound plane's passengers stepped out of the airport terminal, he added.

The Philippines is extended the same courtesy by other states when it needs to make technical stops, Roque noted.

The military, meanwhile, said it had no other information about the plane except that it was here for refurbishment.

"Wala akong sufficient info about it except that the landing was for refurbishment i.e. for refuelling purposes," military spokesman Col. Edgard Arevalo said in a text message to ABS-CBN News.

"That being the case, it’s perfectly a legal reason to land in our airports -- with appropriate permissions of course from appropriate government agencies," he added.
The military's apparent lack of knowledge about the plane is "disturbing" because Beijing has a record for spying on host countries and is locked in a territorial dispute with Manila over the South China Sea, said historian and defense analyst Jose Antonio Custodio.

Custodio, citing military sources, said the Chinese plane was in the Philippines for several days, much longer than the time it would have needed to refuel.

The government, he told ANC, should tweak its protocol to ensure that the military is not caught off guard by such incidents.

The Chinese plane that landed in the country was identified as an IL-76 in the social media photos attributed to the Philippine Plane Spotters Group.

The Il-76 cannot fly more than 3,000 kilometers without refueling if carrying a full load. Originally designed for moving heavy machinery to remote parts of the Soviet Union, the airplane is big enough to fit a school bus or 2 shipping containers inside it, according to passenger and cargo flight operator Antarctic Logistics & Expeditions. -- With a report from Reuters

Well, speaking as a pilot and having been on may international private flights through Asia and PH, I know that - - -.  Fuel in Davao is grossly more expensive than at Clark or Manila and that jet burns millions pesos in fuel.  So called "technical stops" for fuel, fluids or other such must be scheduled days in advance when coming into PH or most all other countries.  If you just surprise show up, either you get flagged off, threatened or impounded.  Having been on one such non scheduled flights, we were surrounded by police and locked down for inspection.  Davao City though an international airport, you do not land there without prior permits and clearances,  period.  All such requests are not handled by the office of the president of any country.  There are conventional authorities that do that all day and all night long.

The IL-76 has a 5,000km range and a 50+ metric ton payload, are most often armed with multiple 23mm cannon.  Armed government aircraft don't normally just land and Australia will not allow such an armed aircraft to land in their country, in particular Chinese, unless - - - .

A lot of people are asking just what was loaded and unloaded there.

The IL-76 is a ramp load aircraft.  You can load two semi-trucks on that in like 60 seconds, same as unload.  Fuel for that thing can cost up to 20% more in Davao compared to Manila or Clark. The shortest rout from China to Australia is not across Mindanao but across Luzon so the cost to divert over and refuel in Mindanao cost at least 30%  more in fuel budget and on that aircraft that is a lot of fuel.  Big aircraft flight schedules are calculated in minutes not hours.  The fuel cost just for a private 12 passenger jet from USA to say Clark or Cebu is about 100,000 usd.

So the Chinese military made a friendly casual landing in Davao City on a good will courtesy flight with no inspections.  Aren't these the same Chinese that make scheduled private flights into and out of Davao each Thursday and Saturday ?  Maybe not the same.

Since his swearing in there has been a near total blockage of the renewing of existing gun permits.  No new issued gun permits, no new gun purchases or carry permits, PTC.  That includes a lot of retired military and police ranking officers.  Not local smucks.  Some retired generals are not getting their permits to own renewed.  This requires surrendering the guns to camp crame.

The Il-76 has seen extensive service as a commercial freighter for ramp-delivered cargo, especially for outsized or heavy items unable to be otherwise carried. It has also been used as an emergency response transport for civilian evacuations as well as for humanitarian aid and disaster relief around the world. Because of its ability to operate from unpaved runways, it has been useful in undeveloped areas. Specialized models have also been produced for aerial firefighting and zero-G training.
